Helping Connect Housing deliver a smarter electrical contract through tailored procurement support

The problem: Limited tendering experience and a complex contract requirement

Connect Housing is a not-for-profit organisation based in Dewsbury, managing a diverse portfolio of general needs, older person, supported, and care housing across West Yorkshire. With a challenging programme of upcoming compliance works, the Asset Team needed to procure a multi-discipline electrical testing, repairs, and upgrade contract.

The goal was to drive better value for money while ensuring full compliance with internal financial regulations. However, the team had limited experience with formal tendering and needed expert support to scope the requirement, manage the process, and appoint a contractor aligned with their values.

The solution: End-to-end consultancy support from PfH

Having previously delivered a range of strategic and operational procurement projects for Connect, we were well placed to support the team through this next phase.

We began by working closely with stakeholders to understand Connect’s ways of working and long-term goals. From there, we:

  • Provided example specifications and evaluated alternative delivery methods
  • Built a commercial structure that offered cost certainty and supported proactive contract management
  • Drafted tender documentation and standard building contract forms
  • Managed the full tender process – from initial scoping to supplier assessment and contract award

Our approach was collaborative and hands-on, ensuring the team felt supported and informed at every stage.

“I would highly recommend working with PfH. Despite being nervous about leading my first formal tender process, I was kept well informed at every stage. Any queries were fully addressed and the whole process was simplified. Where I was unsure, our consultant provided clear pros and cons to help me make the right decision for our organisation. It’s been a very positive experience and I look forward to working with PfH again.”
