About this framework

Delivering new homes quickly can be complicated by planning, site management, and quality risks. This framework gives landlords access to trusted suppliers and structured pre-contract planning, helping deliver safe, high-quality homes efficiently so residents can move into stable, well-built communities sooner.

This framework provides social housing organisations with access to suppliers delivering both traditional construction and offsite homes. It covers small sites of up to 30 units and larger developments over 30 units, including houses, low-rise apartments, and extra care homes. Members benefit from faster project delivery, consistent build quality, and compliance with housing regulations and sustainability standards. It is designed for housing associations, councils and public sector bodies needing to increase social housing stock quickly and cost-effectively.

What's Included?

  • Low-Rise & Small Sites (up to 30 units):  Principal contractor services for small residential projects, including infill sites and low-rise housing or apartments up to 11m. Covers both traditional build and Modern Methods of Construction (MMC). Includes pre-contract design and planning support, regional delivery capacity, compliance with Future Homes standards, and full defect management.
  • Larger Residential & Extra Care Homes:  Principal contractor services for larger developments such as apartment blocks, extra care schemes, and medium/high-rise housing above 11m. Covers both traditional build and MMC methods. Includes consultant and planning documentation, supply chain management, Net Zero and sustainability requirements, regional delivery, and full defect management.

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.
